November 2, 2025

WASHINGTON, D.C.(KTVE/KARD) — Congresswoman Julia Letlow (R-LA) has teamed up with Congresswoman Kim Schrier (D-WA) to introduce legislation aimed at providing critical resources to new mothers and their babies. The Newborns Essentials Support Toolkit (NEST) Act seeks to expand access to newborn supply kits in communities with the greatest need.

The bill authorizes an existing pilot program within the Department of Health and Human Services (HHS) to distribute essential items such as diapers, wipes, breastfeeding supplies, and postpartum mental health resources. Original cosponsors include Congresswomen Mariannette Miller-Meeks (R-IA) and Nanette Barragán (D-CA).

“Motherhood is a tremendous blessing and the highest calling of my life,” said Rep. Letlow. “In the days and moments after giving birth, I want all moms to have the support necessary to create a nurturing environment for their child, especially in maternal health deserts and our rural communities.”

Rep. Schrier, a pediatrician, echoed the importance of the initiative: “Mothers need all the support we can provide. That is why I am proud to introduce the bipartisan NEST Act that will ensure mothers have the supplies and resources they need to care for themselves and their newborns.”

The program is already making an impact in Louisiana. Woman’s Hospital in Baton Rouge recently partnered with HHS and Baby2Baby, a nonprofit dedicated to providing essential supplies to families in need, to distribute these toolkits locally.

“These kits are game changers for our families,” said Rene Ragas, President & CEO of Woman’s Hospital. “They offer peace of mind and remove common sources of stress, allowing parents to focus on bonding with their newborn.”

ealthcare leaders and advocates praised the legislation as a major step toward addressing maternal health challenges. E.J. Kuiper, President and CEO of Franciscan Missionaries of Our Lady Health System, called the effort “a bold and innovative step forward,” while Kay Matthews of the Shades of Blue Project emphasized its potential to transform postpartum care for underserved communities.

The NEST Act underscores a growing bipartisan commitment to maternal health and family support, aiming to ensure that every mother and baby has access to the essentials during one of life’s most vulnerable moments.
