Project Name: Delhi Hospital Outpatient Therapy and Diabetes Education Center Expansion Project

Project Description: The funding would be used to construct an outpatient therapy and community health center in the rural community of Delhi, Louisiana. The building would house physical, occupational, speech, and pediatric therapy offices. It would also contain an office for a certified diabetes education program, with a registered dietitian, and serve as a community health resource center. This project is a good use of taxpayer funding because of the project’s critical role in addressing the healthcare needs of a rural and underserved population. The project presents a strategic opportunity to cut healthcare costs while simultaneously maximizing the value of taxpayer dollars. By investing in preventative care and early intervention, this project addresses healthcare needs at their root, ultimately leading to substantial long-term savings for both patients and the healthcare system.

Project Name: Police Cruiser Modernization Project

*While the administrative office of the Capital District Planning Council is not located within our Congressional District, the majority of the project will be implemented and benefit Parishes and Cities in Louisiana’s Fifth Congressional District.
Requested Amount: $1,400,000
Project Description: The funding would be used to purchase 28 law enforcement police cruisers with the required safety equipment affixed to the vehicle. This funding would purchase two new police cruisers for the Sherriff’s Offices in the Planning District: Ascension, East Baton Rouge, East Feliciana, Livingston, Iberville, Pointe Coupee, St. Helena, Tangipahoa, Washington, West Baton Rouge, and West Feliciana Parishes and the Police Departments in the City of Baton Rouge, City of Hammond, and Town of Kentwood. This project is a good use of taxpayer funding because it will ensure law enforcement has access to reliable and safe equipment so they can maintain the highest standard to meet the expectations and daily calls of service within rural communities.
Project Name: Law Enforcement Equipment Modernization Project
Intended Recipient: Red River Delta Law Enforcement Planning Council, Inc.

Requested Amount: $1,319,700
Project Description: The funding would be used to purchase a variety of law enforcement equipment, technology, and vehicles. Equipment would be purchased for the Sheriff’s Offices in the Planning District: Catahoula, Concordia, Grant, LaSalle, Rapides, and Vernon Parishes and the Police Departments for the Cities of Alexandria, Leesville, Pineville, Vernon, and Vidalia. This project is a good use of taxpayer funding because it will ensure law enforcement has access to reliable and safe equipment so they can maintain the highest standard to meet the expectations and daily calls of service within rural communities.
Project Name: Mobile Command Center Project

Requested Amount: $2,195,000
Project Description: The funding would be used to purchase and equip a law enforcement and emergency responder mobile command center that can be deployed to events such as mass casualty, active shooters, natural disasters, and extended hostage negotiations, as well as serving as the central hub for all other emergency response operations. This project is a good use of taxpayer funding because it will adequately support the needs of the Tangipahoa Parish’s emergency responders and increase services to the public while reducing response times and ultimately playing a key role in safeguarding the citizens.

Project Name: Plant Lift and Repair and Replacement Project
Intended Recipient: City of Bogalusa, Louisiana

Requested Amount: $725,400
Project Description: The funding would be used to provide new sewer bearings and treatment for the main sewer pump and equip multiple lift stations with new pumps, increasing the system’s efficiency. The existing 90-year-old lift stations have endured severe corrosion and deficiencies that occasionally cause wastewater to back up into homes and businesses. This project is a good use of taxpayer funding because it will treat health and environmental hazards of wastewater exposure for Bogalusa residents, a growing presence of hospital and medical facilities, a community college, an industrial park, and a business district.
Project Name: Regional Wastewater Treatment and Transmission Facilities Project
Intended Recipient: Town of Amite, Louisiana
Intended Recipient Address: 212 East Oak Stret, Amite City, LA 70422
Requested Amount: $6,998,300
Project Description: The funding would be used for sewer plant modifications, intermediary stations, and connector lines to consolidate nine small sewer utilities into one modern sewer plant capable of meeting the needs of the area. A regional wastewater treatment facility will help the area meet stringent health and environmental standards and will be more cost-effective to operate and maintain than numerous small systems. This project is a good use of taxpayer funding because it will repair failing wastewater systems that are a general threat to the health and safety of the Tangipahoa Parish’s residents.

Project Name: City-Wide Storm Drainage & Sanitary Sewer Project
Intended Recipient: City of Monroe, Louisiana
Intended Recipient Address: 802 North 31st Street, Monroe, LA 71201.
Requested Amount: $2,700,000
Project Description: The funding would be used to make necessary improvements and upgrades of stormwater drainage and sewer systems in the downtown area of the City of Monroe, including removing and replacing damaged and deteriorated inlets, catch basins, and piping; removing and installing at-grade pavement; and installing stormwater piping. This project is a good use of taxpayer funding because it will address safety concerns in the city caused by high levels of flooding, make necessary infrastructure improvements, and increase economic development opportunities for new residents and businesses.
Project Name: Bonner Street Multimodal Revitalization Project
Intended Recipient: City of Ruston, Louisiana
Intended Recipient Address: P.O. Box 2069 (401 North Trenton Street), Ruston, LA 71273.
Requested Amount: $5,500,000
Project Description: The funding would be used to construct and rehabilitate the degraded subsurface utilities with new water, sewer, and drainage infrastructure while improving all multimodal transportation options along Bonner Street. Additionally, the project would reconstruct a roadway with 12’ travel lanes and build an 8’ to 10’ wide multiuse path on the west side of the roadway and a 5’ wide sidewalk on the east. This project is a good use of taxpayer funding because it will improve traffic flow by providing a shorter and more efficient route, increase pedestrian safety, and revitalize a critical thoroughfare in downtown Ruston.
Project Name: City of West Monroe, LA Downing Pines Road Improvements Thomas Road to US-80 Project
Intended Recipient: City of West Monroe, Louisiana
Intended Recipient Address: 2305 North 7th Street, West Monroe, LA 71291.
Requested Amount: $3,270,600
Project Description: The funding would be used for a mill, patch, and overlay for 1.7 miles from the intersection of Downing Pines Road and Thomas Road to the intersection of Downing Pines Road and U.S. 80. It will also include the addition of a turn lane from Downing Pines to Thomas Road at the intersection of Thomas Road. This project is a good use of taxpayer funding because it will improve vehicular flow in a high-volume traffic area, enhance safety, and support economic growth for the City of West Monroe and surrounding communities.
Project Name: Aviation Career and Education (ACE) Initiative Building Construction Project
Intended Recipient: England Economic and Industrial Development District (England Airpark)
Intended Recipient Address: 1611 Arnold Drive, Alexandria, LA 71303.
Requested Amount: $4,500,000
Project Description: The funding would be used to demolish a portion of the old engine maintenance facility and build a new maintenance shop and classroom facilities, which would be the site of the Aviation Career and Education (ACE) Initiative at England Airpark in partnership with LSU-A and CLTCC. This project is a good use of taxpayer funding as it will serve as an economic development driver by developing a facility for a regional workforce program to meet a critical industry shortage of pilots and mechanics. The influx of new aviation mechanics and pilots will benefit employers in the district as well as throughout Louisiana and the nation.
Project Name: Runway Extension and Related Improvement Project
Intended Recipient: Hammond Northshore Regional Airport (HDC)/City of Hammond, Louisiana

Requested Amount: $9,000,000
Project Description: The funding would be used to extend Runway 13/31 for the Hammond Northshore Regional Airport. This project is a good use of taxpayer funding because extending the runway will help improve the safety of pilots and aircraft by supporting increased stopping distances during wet conditions and create new opportunities for economic development by enabling HDC to support larger and more varied aircraft, from commuter aircraft to carrier aircraft to cargo aircraft to military aircraft.
Project Name: Delta Link Louisiana Regional Ports Improvement Project
Intended Recipient: Lake Providence Port Commission
Intended Recipient Address: 409 Port Road, Lake Providence, LA 71254
Requested Amount: $8,000,000
Project Description: The funding would be used to repair existing docks, bulkhead, and warehouse facilities; develop a highspeed bulk loading facility; and complete a slack water slip at three northeast Louisiana ports, the Ports of Lake Providence, Tensas, and Vidalia, along an over 200-mile stretch of the Mississippi River. The funds will provide enhanced port facilities for the export of agricultural commodities in parishes that rank among the most impoverished in America. This project is a good use of taxpayer funding because it will catalyze further economic impact at these three ports that are centrally located in Louisiana and provide critical access to agricultural, manufacturing, and petrochemical industries that drive local and regional economic development.
Project Name: Construction of Taxiway D Project
Intended Recipient: Monroe Regional Airport (MLU)

Requested Amount: $12,600,000
Project Description: The funding would be used to extend the Monroe Regional Airport’s Taxiway D to its original design, with planned construction activities including pavement installation, marking enhancements, and lighting upgrades. It is essential for improving airfield safety and operational efficiency by addressing congestion and inefficiencies caused by the lack of a full parallel taxiway for Runway 14-32. This project is a good use of taxpayer funding because of the significant impact on safety, operational efficiency, and economic development for the city, parish, and surrounding regions in the Fifth District of Louisiana.
Project Name: Ouachita Parish Capels Road Corridor Reconstruction Improvement Project

Requested Amount: $3,680,000
Project Description: The funding would be used for a complete rebuilding of 2.5 miles of roadway from the intersection of Caples Road and Winnfield Road east to the intersection with Marion Sims Road in Ouachita Parish. The rebuild design includes a 12-inch soil-cement base and a four-inch asphalt surface. This project is a good use of taxpayer funding because it will enhance traffic flow, improve safety for all road users, increase connectivity and accessibility to key destinations and essential community services, and ultimately support regional economic development opportunities.
Project Name: Commerce Street Multimodal Revitalization Project
Intended Recipient: Town of St. Francisville, Louisiana
Intended Recipient Address: P.O. Box 400 (11936 Ferdinand Street), St. Francisville, LA 70775.
Requested Amount: $2,028,900
Project Description: The funding would be used to reallocate existing right-of-way by narrowing the travel lane widths, install new curbs, relocate parking near the entrance of Parker Memorial Park, retrofit the catch basins with biofiltration beds, construct wide sidewalks and install pedestrian-scale lighting on the south side of Commerce Street, and add raised crosswalks all along the town’s Main Street. This project is a good use of taxpayer funding because it will improve walkability and pedestrian safety, reduce vehicular speeds, and enhance economic development for the Town of St. Francisville.
