Project Name: Upper Amite River Flood Reduction and Restoration Project

Project Description: This funding will enable grading to restore natural channel slope and width-to-depth ratios, installation of in-stream and bank stabilization structures, and revegetation of bare floodplain areas along the Upper Amite River to reduce flow velocities, bank erosion, and downstream sediment transport. This project is a good use of taxpayer funds because it leverages $2 million in non-federal matching funds, cuts annual sediment loads by over 10,000 tons, and avoids tens of millions in flood damage by sparing hundreds of structures.
Project Name: Delhi Hospital Outpatient Therapy and Diabetes Education Center Expansion Project

Requested Amount: $4,000,000
Project Description: The funding would be used to construct an outpatient therapy and community health center in the rural community of Delhi, Louisiana. The building would house physical, occupational, speech, and pediatric therapy offices. It would also contain an office for a certified diabetes education program, with a registered dietitian, and serve as a community health resource center. This project is a good use of taxpayer funding because of the project’s critical role in addressing the healthcare needs of a rural and underserved population. The project presents a strategic opportunity to cut healthcare costs while simultaneously maximizing the value of taxpayer dollars. By investing in preventative care and early intervention, this project addresses healthcare needs at their root, ultimately leading to substantial long-term savings for both patients and the healthcare system.

Project Name: Police Cruiser Modernization Project

Project Description: This funding would be used to purchase 28 law enforcement police cruisers with the required safety equipment affixed to the vehicles. This funding would purchase two new police cruisers for the Sheriff's Offices in the Planning District: Ascension, East Baton Rouge, East Feliciana, Livingston, Iberville, Pointe Coupee, St. Helena, Tangipahoa, Washington, West Baton Rouge, and West Feliciana Parishes and the Police Departments in the City of Baton Rouge, City of Hammond, and Town of Kentwood. This project is a good use of taxpayer funding because it will ensure law enforcement has access to reliable and safe equipment so they can mantain the highest standard to meet the expectations and daily calls of service within rural communities.
Project Name: Center for Risks, Insurability, and Sustainable Protection Project

Requested Amount: $3,700,000
Project Description: The funding would be used to establish the Center for Risks, Insurability, and Sustainable Protection (CRISP) at Louisiana State University (LSU), which will seek to provide actionable designs for mitigation planning to reduce insurance costs associated with compound flooding from extreme weather events. This funding would allow LSU to hire expert staff as well as post-doctoral and graduate research assistants. The funding would also assist LSU in purchasing scientific equipment to support the research. This project is a good use of taxpayer dollars because it will ensure state and local municipalities have the information and resources necessary to implement effective flood mitigation policies that both reduce insurance costs and better prepare Louisianans when natural disasters strike.
Project Name: Law Enforcement Equipment Modernization Project

*While the administrative office of the Red River Delta Planning Council is not located within our Congressional District, part of the project will be implemented and benefit Parishes and Cities in Louisiana’s Fifth Congressional District.
Requested Amount: $1,319,700
Project Description: The funding would be used to purchase a variety of law enforcement equipment, technology, and vehicles. Equipment would be purchased for the Sheriff’s Offices in the Planning District: Catahoula, Concordia, Grant, LaSalle, Rapides, and Vernon Parishes and the Police Departments for the Cities of Alexandria, Leesville, Pineville, Vernon, and Vidalia. This project is a good use of taxpayer funding because it will ensure law enforcement has access to reliable and safe equipment so they can maintain the highest standard to meet the expectations and daily calls of service within rural communities.

Project Name: Livingston Parish Emergency Operations Center Project

Project Description: The funding would be used to construct an emergency operations center where all necessary management agencies and critical first responders can come together in preparation, during, and in the aftermath of an emergency or disaster. This project is a good use of taxpayer funding because building a permanent facility will help the community’s first responders mitigate the impact of emergencies and ensure a swift recovery, reducing response times and ultimately playing a key role in safeguarding the citizens.

Project Name: Non-Roadside Clean Water Management Project
Intended Recipient: City of Baton Rouge, Louisiana

Project Description: This funding will be used to treat, stabilize, and restore eroded drainage channels to their original or natural cross-sections, which will enhance stormwater management capabilities and improve water quality by significantly reducing sediment runoff during storm events. This work is critical to protecting nearby infrastructure, reducing flood risks, and improving water quality for the City. This project is a good use of taxpayer funding because it will provide long-term cost savings by preventing infrastructure damage and supports cleaner, safer water channels for the community.
Project Name: Regional Wastewater Treatment and Transmission Facilities Project
Intended Recipient: Town of Amite, Louisiana
Intended Recipient Address: 212 East Oak Stret, Amite City, LA 70422
Requested Amount: $6,998,300
Project Description: The funding would be used for sewer plant modifications, intermediary stations, and connector lines to consolidate nine small sewer utilities into one modern sewer plant capable of meeting the needs of the area. A regional wastewater treatment facility will help the area meet stringent health and environmental standards and will be more cost-effective to operate and maintain than numerous small systems. This project is a good use of taxpayer funding because it will repair failing wastewater systems that are a general threat to the health and safety of Tangipahoa Parish’s residents.

Project Name: City-Wide Storm Drainage & Sanitary Sewer Project

Project Description: The funding would be used to make necessary improvements and upgrades of stormwater drainage and sewer systems in the downtown area of the City of Monroe, including removing and replacing damaged and deteriorated inlets, catch basins, and piping; removing and installing at-grade pavement; and installing stormwater piping. This project is a good use of taxpayer funding because it will address safety concerns in the city caused by high levels of flooding, make necessary infrastructure improvements, and increase economic development opportunities for new residents and businesses.
Project Name: Runway Extension and Related Improvement Project
Intended Recipient: Hammond Northshore Regional Airport (HDC)/City of Hammond, Louisiana

Requested Amount: $9,000,000
Project Description: The funding would be used to extend Runway 13/31 and make related airport safety improvements for the Hammond Northshore Regional Airport. This project is a good use of taxpayer funding because extending the runway will help improve the safety of pilots and aircraft by supporting increased stopping distances during wet conditions and create new opportunities for economic development by enabling HDC to support larger and more varied aircraft, including larger commuter aircraft, carrier aircraft, cargo aircraft, and military aircraft.
Project Name: Delta Link Louisiana Regional Ports Improvement Project
Intended Recipient: Lake Providence Port Commission
Intended Recipient Address: 409 Port Road, Lake Providence, LA 71254
Requested Amount: $8,000,000
Project Description: The funding would be used to repair existing docks, bulkhead, and warehouse facilities; develop a highspeed bulk loading facility; and complete a slack water slip at three northeast Louisiana ports, the Ports of Lake Providence, Tensas, and Vidalia, along an over 200-mile stretch of the Mississippi River. The funds will provide enhanced port facilities for the export of agricultural commodities in parishes that rank among the most impoverished in America. This project is a good use of taxpayer funding because it will catalyze further economic impact at these three ports that are centrally located in Louisiana and provide critical access to agricultural, manufacturing, and petrochemical industries that drive local and regional economic development.
Project Name: City of West Monroe, LA Downing Pines Road Improvements Thomas Road to US-80 Project
Intended Recipient: Louisiana Department of Transportation and Development

Requested Amount: $3,270,600
Project Description: The funding would be designated for the City of West Monroe and be used to mill, patch, and overlay for 1.7 miles from the intersection of Downing Pines Road and Thomas Road to the intersection of Downing Pines Road and U.S. 80. It will also include the addition of a turn lane from Downing Pines to Thomas Road at the intersection of Thomas Road. This project is a good use of taxpayer funding because it will improve vehicular flow in a high-volume traffic area, enhance safety, and support economic growth for the City of West Monroe and surrounding communities.
Project Name: Ouachita Parish Capels Road Corridor Reconstruction Improvement Project

Requested Amount: $3,730,000
Project Description: The funding would be designated for the Ouachita Parish and be used to complete rebuilding of 2.5 miles of roadway from the intersection of Caples Road and Winnfield Road east to the intersection with Marion Sims Road in Ouachita Parish. The rebuild design includes a 12-inch soil-cement base and a four-inch asphalt surface. This project is a good use of taxpayer funding because it will enhance traffic flow, improve safety for all road users, increase connectivity and accessibility to key destinations and essential community services, and support regional economic development opportunities.
Project Name: Flood Rescue Training Facility Project
Intended Recipient: Louisiana Fire and Emergency Training Academy

Requested Amount: $3,500,000
Project Description: This funding will support the construction of an advanced, indoor swift water rescue training facility at the Louisiana Fire and Emergency Training Academy. The facility will feature a simulation tank and versatile rescue environments to provide year-round, specialized training for first responders, law enforcement, military, and industrial teams across the region. This project is a good use of taxpayer funding because it invests in the safety and preparedness of Louisiana's first responders, ensuring they have year-round access to life-saving training in a state frequently impacted by natural disasters. By reducing the need for costly out-of-state travel and improving response capabilities, the facility will save lives, strengthen regional resilience, and deliver long-term cost savings for local and state emergency operations.
Project Name: Commerce Street Multimodal Revitalization Project
Intended Recipient: Town of St. Francisville, Louisiana

Requested Amount: $2,068,900
Project Description: The funding would be used to reallocate existing right-of-way by narrowing the travel lane widths, install new curbs, relocate parking near the entrance of Parker Memorial Park, retrofit the catch basins with biofiltration beds, construct wide sidewalks and install pedestrian-scale lighting on the south side of Commerce Street, and add raised crosswalks all along the town’s Main Street. This project is a good use of taxpayer funding because it will improve walkability and pedestrian safety, reduce vehicular speeds, and enhance economic development for the Town of St. Francisville.
